BEST Older Youth

The economic downturn has been hard-felt by young, entry-level workers and those who are not yet attached to the workforce. How can we create new connections between youth and the labor force? How can we address the needs of employers and industries that have job vacancies and growth prospects?  

These questions were posed in response to the MassINC 2001 report that showed one in three workers lack the basic literacy, education, and critical thinking skills needed to succeed in the workplace.

Building on the design of the original Building Essential Skills through Training (BEST) Initiative, BEST for Older Youth trained individuals (18-24 years old) to master basic academic skills, develop occupational skills, and become employed in jobs that have career potential.  

Partnerships were vital in this endeavor. Each region collaborated with key service providers to accomplish a strong, integrated, employer-driven project.   They include Workforce Investment Boards, adult basic education providers, Perkins grant recipients (or other training providers), and local youth stakeholders.  

The partnerships worked together to address specific local employer needs. The youth received a program of education and training integrated to a chosen industry.  

Seven BEST for Older Youth projects were funded through incentive funds earmarked by the Department of Workforce Development and the Department of Education. The BEST for Older Youth results speak for themselves, inviting new approaches to serving youth.
